
Michael Whine

Michael Whine is Senior Consultant at the World Jewish Congress. He was previously the Director of Government and International Affairs at the UK Community Security Trust, where he was based for 35 years and of which he was co-founder.
He is the UK Member of the European Commission against Racism and Intolerance (ECRI), a standing commission of the Council of Europe that advises Member States on human rights matters, and inspects their compliance with the European Convention on Human Rights. During 2022 – 2021 he was Chairman of the ECRI Working Group tasked with renewing General Policy Recommendation No. 9 on combating antisemitism, an advisory recommendation to assist states to combat antisemitism.
He is a member of the National Police Chiefs Council Independent Advisory Group on Hate Crime, the London Crown Prosecution Service Hate Crime Scrutiny and Involvement Panel, and former Lay Advisor to the Crown Prosecution Service Counter Terrorism Division.
He is also a member of the European Commission Counterterrorism Committee.
He has been a representative of the UK Government at conferences of the Organisation for Security and Cooperation in Europe Office for Democratic Institutions and Human Rights (OSCE ODIHR) since 2004, and an occasional participant in its National Point of Contact on Hate Crime meetings.
He is the author of 40 articles and book chapters in peer-reviewed scholarly publications on antisemitism, extremism, terrorism and government responses.
He was appointed MBE in the 2012 New Year Honours.
