Dr. Bruno Dias, PhD, CTM, PCI, is a nationally and internationally recognized expert in violence prevention, with deep expertise in policy, risk mitigation, safety, security, and behavioral threat assessment and management (BTAM). His distinguished career spans public safety, corporate security, the education sector, and federal government service. A retired police commander with extensive investigative experience in violent crimes, Dr. Dias led an award-winning violence prevention task force that coordinated efforts across local, state, and federal law enforcement agencies. He has served as a federally deputized Task Force Officer with Homeland Security Investigations (HSI) and was qualified as a Subject Matter Expert (SME) witness in both state and federal courts. In his federal capacity, he held a GS-15 role with TS/SCI clearance at the U.S. Department of Homeland Security’s Center for Prevention Programs and Partnerships (CP3), where he oversaw targeted violence and terrorism prevention initiatives.
In the corporate and educational sectors, Dr. Dias directed workplace violence prevention and security operations for a Fortune 20 company and led safety and threat management programs within both K–12 and higher education institutions. He has managed responses to major safety incidents and developed operational protocols to support risk mitigation and organizational resilience. Widely regarded as a Subject Matter Expert in BTAM, Dr. Dias has developed and implemented threat assessment procedures across public, private, and educational settings. He is trained in a wide range of Structured Professional Judgment tools.
As a thought leader, Dr. Dias serves as an instructor at the Gavin de Becker Advanced Threat Academy and has held leadership positions within professional associations, including Vice President and Sergeant-at-Arms of ATAP’s South Central Chapter. He is a Board Member of the América Latina Asociación of Threat Assessment Professionals (ALATAP) and has represented the U.S. government on international platforms, including at the European Union Parliament in France and the U.S. Consulate in Brazil. He has spoken at more than 300 events, including those hosted by ATAP, GSX, OSAC, DITMAC, IAEM, IACP, and other global security forums, and he has served as a legislative advocate before the Texas State Senate in support of K–12 BTAM initiatives.
Dr. Dias holds a PhD in Psychology, Public Policy, and Law, a Master’s degree in Homeland Defense and Security Studies from the U.S. Naval Postgraduate School, and is a graduate of the prestigious FBI National Academy. He is a Certified Threat Manager (CTM) and a Professional Certified Investigator (PCI). A leading voice in the evolution of violence prevention, Dr. Dias envisions BTAM as a formalized professional discipline, advocating for its integration into emergency management and physical security strategies through evidence-based practices, institutional capacity building, and cross-sector collaboration.
