Devin Winklosky

Administrative Judge, U.S. Department of Agriculture

Devin Winklosky has dedicated his professional career to upholding and advancing the rule of law around the world. He is a retired Marine Corps lieutenant colonel and judge advocate who served over 21 years on active duty, and his background reflects a breadth and depth of experience unlike a typical attorney. His military career has been a combination of litigation, legal advisor, educator, and supervisory positions. Devin has served as a prosecutor, defense counsel, and trial judge handling hundreds of complex cases, including hate crimes and various high-profile and sensitive government investigations. As a legal advisor, he regularly provided direct advice and counsel on an array of significant legal decisions confronting the military’s senior leadership and formulated, evaluated, and implemented legal policies during operations in dynamic and high-stress environments in the United States and abroad. As supervisor and educator, Devin was trusted to formally educate and mentor hundreds of subordinate lawyers and other personnel throughout several government and private organizations. Upon transitioning to civilian practice, he continued as an active multidisciplinary practitioner litigating in multiple forums across the country. In addition to his regular practice, Devin advanced access to justice for all by providing pro bono representation to at-risk and low income veterans in need of legal aid, individuals seeking asylum, and indigent prisoners filing civil rights claims. He subsequently returned to government service and now sits as an Administrative Judge adjudicating appeals related to complex programs administered across the U.S. Department of Agriculture.
